today all the way through thursday and covers most of virginia, maryland and the district of columbia. tropical moisture streaming from the north. temperatures in the 40s. 60s on the eastern shore. leading edge of this tropical moisture into southern virginia now. likely that will be arriving later this afternoon. heavy at times tonight through noon time. dry friday and saturday. jerry, how is the traffic? >> doing pretty well. interstate 66. several stretches now between haymark and manassas east of fair oaks and the capital pelt way. no incidents, just volume. let's head over and see if there's anything to wore about at the american legion bridge, rockville pike doing great. outer loop moving along nicely. travel lanes open both ways. out on the rails.

metro and vre okay. one minor delay, mark 503. we're continuing to follow breaking news out of the district. crews on the scene of a fire in the 3100 block of 16 street northwest in the columbia heights neighborhood. news 4's tracee wilkins is on the scene with the latest. good morning, tracee. >> reporter: good morning, joe. this was a terrible fire. what we do know is the fire was started possibly in a hallway, considered the common area of the fifth floor. let me show you what it looks like right now. they're not ruling out the possibility ofrson but not ready to call what happened re. people were evacuated. due to that some risked terrible

injuries. eight people were transported to the hospital. five were taken to the burn center. two to george washington hospital. one child was taken to children's hospital. we're also told there was a jumper here at this fire. that person is in critical ndition at this point. one of the resints did make it out safely. >> when i opened the door, the stairway, which is right outside my do, i saw there was flames underneath the doorway. and so i realized there's a fire going on. so i ran out and tried to go down the first stairwell. that's wherthe fire was. other stairwell, i opened to go down that but the lights were out. completely dark. >> reporter: that woman did make it out safely, as you saw there. but the were plenty of folks who were injured, others who were evaluated. take a look behind me. these are other folks who made

as mourners were leaving walker memorial baptist church for the funeral of 21-year-old ashley mccray, shot to death last week in washington, another shooting happened near the cars lined up to participate in the funeral procession. a car pulled up and opened fire annan suv with three men inside. it took off down street, side-swiped two cars, hit a verizon tck and flipped. one was killed. the minister who officiated claims coates and e victims had not been inside the church for service. >> two separate incidents. and i want it to be known. >> police later served a warrant and towed away a car. one block away a man was taken into custody. however, his status is not known. this is the third shooting following a feral in the district in just the past year. back in march, nine people were shot, four killed in southeast d.c. after attending a funeral earlier that day. prosecutors say the man behind the drive-by originally planned to attack the actual funeral but later on settled shooting at the stoop where mourners gathered.

last november, 19-year-old george recallings was shot and killed after attending a funeral if northeast washington. tough immigration issues. immigration rights supporters want arlington county police to stop sharing criminal and immigration history of people in custody. it violates the rights of those here legally and undocumented. board member walter tejada said there are beliefs it will lead to distrust in the community. virginia implemented the program earlier this year. well, the u.s. senate is proping a new bipartisan bill that would hold arlington nationacemetery in fixing errors in burial records. it requires the army the right past errors and reach out to family members of those buried at arlington.

it will also determine whether the office of veterans affairs should run the cemetery rather than the u.s. army. a congressional hearing last month revealed 6,600 graves may be unmarked or mislabeled. >>despite another massive barn fire business will be conducted as usual at the livestock exchange we're told. it beg late monday night in a barn where cattle were kept. 200 cows were inside at the time. crews were able to free most of them but 16 did die. the livestock exchange is a fixture in virginia. investigators a still trying to figure out what happened. this weekend will auction will go on as planned. this morning europe is on high alertfter news of a terror plot against britain, france and germany. the eiffel tower has been evacuated twice in two weeks because of bomb threats. al qaeda is thought to be behind the threat which could involve mumbai-style commando aacks.

. welcome back. breaking news. a fire at an eight-story apartment building in northwest washington. as many as 40 people had to be treated a the scene. eight people were taken to the hospital, two with critical injuries. the cause of the fire is still under investigation. decision 2010. from a dead heat to a sizable lead. a new poll out this morning shows one candidate is pulli away for the race for maryland governor, a dramatic change for from a few weeks ago. elaine reyes joins us with more on this latest poll. >> reporter: good morning to you. martin o'malley based some of his campaign commercials here in mogomery county. also, bob ehrlich, not to be outdone, kicked off his campaign here. he has made several major visits. that's because montgomery county is the largest jurisdiction,

vre is rolling out two new ten-car trains today. the rail service is testing whether its new engines can handle a ten-car load. there could be one day be some faster trains to get y from here to new york in just app hour and a half, if you can believe it. amtrak unveiled its vision for a high-speed rail system. the 30 years, $117 billion proposal would drastically reduce travel times on the east coast corridor. from washington, d.c. to new york city, from 162 minutes to just 96 minutes. the rail service admits the proposal isin the vision as ary stage. right now there's no funding in

schedule. jerry, thank you. we are continue to go follow breakingews out of the district. dozens of people a being treated after a fire in northwest washington. this is the . >> reporter: saw one man jump. other people had been burned. before firefighters got here folks were evacuated. they still have ladders here. they still have fire trucks on the scene. the investigation intoexactly what happened inside this apartment building continuing. the fire started on t fifth floor hallway common area. and that -- because of that, because it happened in a stairwell, it made it difficult

for folks inside e building to actually escape. 40 folks were actually evaluated on the scene. eight people transported to the hospital. five to the burn center. two to george washington hospital. one child was taken to children's hospital. there was a man who jumped from this building trying to escape the flames. we're told he is in critical condition right now after doing that. now, we spoke with fire officials earlier about the reason for some of these injuries were so severe in this fire. >> some of them probably self-evacuated, r through the fire. it's fight or flight for risk. you will do anything to save your life. put yourself in the citizens's shoes. you may think this is the pd. so you're going to do everything yocan to get out. >> now, there are three metrobuses on site. there may be a couple on the

today will be on taxes. after 47 house democrats broke ranks yesterday on theissue. and nancy pelosi supported keeping the tax cuts capped at 15%. president obama says he wants to let the cuts expire at the end of the year. according to a recent cnbcpoll, 55% said raising taxes on any american will slow the economy and kill jobs. well, portfolios aren the only thing falling. so are marriage rates. they fell to a record low in 2009. 57% in 2000. they think the economy could be partly to blame. younger people may be choosing to delay marriage as they struggle to find work. back to you, joe.

morning. the second will depart union station at 4:40 p.m. according to the "washington post" the rail system is seeing whether they can handle ten-car trains. this is happening in the 3100 block of 16th street northwest in columbia heights. tracee wilkins is on the scene there and she has the latest. good morning, tracee. >> reporter: good morning. we have new information about the folks injured here. let me show you what the apartme building is oking like. now that we have sunlight take a better look at all the windows broken out of this apartment building. they made seval rescues when this fire started at 4:00 a.m. 40 people evaluated on the scene. one person who made it out is in grave condition there maybe more than one person still in critical

condition. eight people were traps ported from this building by ambulance. five to the burn center, two to george washington hospital, one child taken to children's hospital. there were several people who were burned. a lot of people evaluated here in the scene and they're okay. there still investigating the cause of this fire. it happened on the fifth floor. it impacted how people were able to geout of the building. they're not ruling out the possibility of arson just because this is an unusual place for a fire to start. it didn't happen insomeone's kitchen. they're going to continue that investigation. tracee wilkins, live in northwest. back to you in the studio. >> tracee, thanks very much 6:55. here are this morning's top stoerchlts police still looki for suspects after a deadly shooting on u street in northwest washington. a group of people was leaving a
